Our founding story
Global Counsel was founded on the principle that public policy consultancy could be done differently—a firm that prioritised insights over access, empowered clients to speak for themselves, and grounded its advice in robust analysis and content. It was established by former policymakers who believed that businesses could foster stronger relationships with government by identifying common interests rather than seeking special privileges. From the outset, Global Counsel built a team of policy advisers chosen for what they know, not who they know.
This vision emerged from our co-founders’ observation of other businesses taking a different course.
Over the past 15 years, Global Counsel’s journey has validated this mission. We’ve assembled some of the most talented policy advisers in the business, many of whom we had worked with in previous roles. Our name reflects the firm’s international ambitions and the global footprint of our clients—a vision realised within five years from our launch as the firm expanded its geographic presence in Singapore, then Europe, the Gulf and the US – with six offices covering all of the world’s centres of economic and political power.
Our ambition has been to create a sustainable business with a strong brand, one that supports colleagues’ growth, delivers products that clients rely on consistently, and builds a robust pipeline of new opportunities.
In early 2025, Peter Mandelson stepped down from Global Counsel to assume the role of UK ambassador to the USA. Today, the firm is on a clear trajectory. Integration plans with The Messina Group are well underway, and the core business is thriving across all six of our offices.
